NEOA Official Policies/Procedures

  • To qualify for game assignments NEOA Officials are must:


  • Complete all NCHSAA registration requirements: Officials must complete the annual registration process with the North Carolina High School Athletic Association (NCHSAA), which includes paying all required fees, completing forms, and confirming eligibility to officiate. Failure to complete registration will make an official ineligible for assignments.
     
  • Sign and return the NEOA Contract/Registration Form and fees: Officials must submit their signed contract and registration form along with the appropriate fee payment by the published deadline. Late fees will apply if received after the deadline, and failure to return the contract jeopardizes eligibility.
     
  • Pass the NFHS Exam with a minimum score of 70%: Each official must successfully pass the National Federation of High Schools (NFHS) Basketball Rules Exam. This demonstrates knowledge of current rules and interpretations. The minimum requirement must be met before receiving assignments.
     
  • Attend the NFHS Rules Clinic: Attendance at the annual rules clinic is mandatory. This clinic reviews new rules, points of emphasis, and officiating mechanics for the upcoming season.
     
  • Attend six (6) Clinic Meetings: Regular participation in clinic meetings ensures continued learning, review of rules and mechanics, film breakdown, and opportunities to engage in professional development. Attendance is tracked and required.
     
  • Participate in three (3) scrimmages: Scrimmages provide live practice opportunities in game-like situations. Officials must participate in at least three scrimmages prior to the start of the regular season to sharpen mechanics, teamwork, and communication.
     

Pregame Communication

  • The Referee of the assigned crew is responsible for contacting all assigned crew members no later than 24 hours before the scheduled game. This pregame communication ensures that all officials confirm their attendance, discuss travel arrangements if necessary, and address any potential issues or concerns related to the upcoming game. Clear and early communication helps prevent last-minute issues and demonstrates professionalism.
     

Game Day Responsibilities

  • Arrival Times:
     
    • Junior Varsity (JV) game officials must arrive no later than 30 minutes prior to the scheduled start of the game.
       
    • Varsity game officials must arrive no later than 45 minutes prior to the scheduled start.
      Arriving early allows time for pregame preparation, equipment checks, and discussions with partners or administrators.
       
  • If Late: If an official realizes they will be late, they must immediately contact their game partner and provide an estimated time of arrival. If a partner informs you they will be late, you must notify the game administrator immediately to determine if the game can still be played as scheduled.
     
  • Delays: If the start of the game is delayed due to an official’s late arrival, the Regional Supervisor of Officials (RSO) must be notified without delay.
     
  • Coverage: Junior Varsity officials should not leave a site until three varsity officials are present. In rare cases where an assigned varsity official has not yet arrived, JV officials may be asked to officiate until the missing official arrives.
     
  • Missing Officials: If a game is started without an assigned official participating, or if any official must be removed from a game for any reason (e.g., illness, injury, conduct), the RSO must be notified immediately.
     

Emergencies

  • In the event of an emergency that prevents you from fulfilling an assignment, notify the RSO as soon as possible. If the RSO cannot be reached, it is the official’s responsibility to contact their clinic leader or their game partner to ensure coverage and communication. Prompt notification is critical to maintaining professionalism and ensuring games are adequately staffed.
     

Attire and Professional Appearance

  • Officials are expected to present themselves in a professional manner at all times. For arrival at game sites, business casual or equivalent work attire is required. This may include slacks, khakis, dress shirts, polos, or sweaters. Athletic attire, slides, or sneakers are not acceptable.
     
  • Junior Varsity officials are permitted to arrive already dressed in their officiating uniform, but they are still expected to maintain a professional appearance when interacting with administrators, coaches, and fans.
     
  • Professional appearance builds credibility and demonstrates respect for the game, the schools, and the association.
     

By following these requirements and standards, NEOA Officials demonstrate their commitment to the profession, ensure consistency across the association, and help provide a high-quality experience for student-athletes, coaches, and schools. Each requirement plays an important role in maintaining the reputation of both the individual official and the organization as a whole.

NCHSAA Officials Code of Ethics

> Purpose: Officials at an interscholastic athletic event are participants in the educational development of high school students. As such, they must exercise a high level of self-discipline, independence, and responsibility. The purpose of this code is to establish guidelines for ethical standards of conduct for all interscholastic officials.


> Officials shall master both the rules of the game and the mechanics necessary to enforce the rules, and shall exercise authority in an impartial, firm and controlled manner.


> Officials shall work with each other and their state associations in a constructive and cooperative manner.


> Officials shall uphold the honor and dignity of the profession in all interactions with student-athletes, coaches, athletic directors, school administrators, colleagues, and the public.


> Officials shall avoid the use of alcohol and tobacco products beginning with the arrival at the competition site until departure following the completion of the contest.


> Officials shall prepare themselves both physically and mentally, shall dress neatly and appropriately, and shall comport themselves in a manner consistent with the high standards of the profession.


> Officials shall be punctual and professional in the fulfillment of all contractual obligations.


> Officials shall remain mindful that their conduct influences the respect that student-athletes, coaches, and the public hold for the profession.


> Officials shall, while enforcing the rules of play, remain aware of the inherent risk of injury that competition poses to student-athletes. Where appropriate, they shall inform event management of conditions or situations that appear unreasonably hazardous.


> Officials shall take reasonable steps to educate themselves in the recognition of emergency conditions that might arise during competition.


> Officials shall maintain an ethical approach while participating in forums, chat rooms and all forms of social media.
